Qortal is meant to be a replacement for the internet.

First step is to get level 5+ or Founder sponsorship, followed by 7200 blocks to become level 1. Then you are a minter.
(Issue: democracy does NOT inherently ensure liberty, see H. H. Hoppe's Democracy: The God That Failed, however I'm still hopeful that Qortal will work. Time will tell!)

Blockchains can be created within Qortal, but they seem to have a lot of rules on what a blockchain can/can't be. Enforced by the QORT blockchain.
